Subject Title
Legislation, Advocacy and Social Policy

Subject Description
Students will study the interconnection of relevant legislation, quality indicators, funding mechanism, and administrative practices in order to provide educated support and guidance to families in Early Childhood programs. In this subject students will gain insight into the administrator's role and the teacher's role as it applies to administrative practices. Finally the student will expand their advocacy role on behalf of children and families in Ontario and the Early Childhood Education Profession.

Credit Status
ECE 412 is an Early Childhood Education Diploma Program prescribed subject.  ECE 412 is a second year, fourth semester subject.

Learning Outcomes
Upon successful completion of this subject the student will be able to:

SPECIFIC LEARNING OUTCOMES:

Upon successful completion of this subject, the student will be able to:

1. Describe the factors that impact on the development of a social policy and apply them in a discussion of a current issue.

2. Describe the funding mechanisms for Early Childhood programs at the federal, provincial and municipal levels as they apply to Early Childhood programs and predict the effect of changes in these funding practices.

3. Outline financial policies and procedures.

4. Interpret and analyze current legislation pertaining to Early Childhood programs.

5. Compare a variety of organizational structures in Early Childhood programs.

6. Outline procedures for staff selection/hiring and appraisal.

7. Apply knowledge of quality indicators to evaluate Early Childhood programs.

8. Identify policies and procedures in Early Childhood programs and describe how they develop.

9. Evaluate advocacy strategies.

10. Describe the characteristics of a professional.

The graduate has reliably demonstrated the ability to:

  7. Identify, select and apply relevant legislation, regulations, College of Early Childhood Educators Standards of Practice and Code of Ethics, policies and evidence-based practice* guidelines, and interpret their impact on a variety of early learning environments*.
  8. Apply a developing personal philosophy of early learning in accordance with ethical and professional standards* of early childhood education practice.
  9. Advocate* for quality early learning environments* and collaborate with members of the early learning team, families* and community partners to establish and promote such settings.
  10. Engage in reflective practice, develop learning goals and maintain an ongoing professional development plan in accordance with evidence-based practices* in early learning and related fields.
